Israeli Companies Face New Scenario...and New Opportunities in Virginia

Recently, more and more Israeli companies have been contacting me with the same scenario: “We’ve been selling to the Israeli military for years, but today there is a critical shortage of funds. Therefore, the Israeli DOD wants to purchase my products using FMF funds. Can I establish manufacturing in Virginia? The short answer is “yes”. And the long answer is “yes” as well. The FMF funds are the $2.0 billion in military aid (Foreign Military Funding) that Israel receives each year. This money must be spent in the US to purchase US products. An Israeli company can fulfill FMF orders either by establishing their own manufacturing facility in the US and/or by partnering with another American company. The Israeli company setting up in Virginia might also be eligible for various financial incentives, such as loans, workforce training grants, tax credits etc. The Virginia Israel Advisory Board (VIAB) can help guide an Israeli company through the maze of getting up and running. Even if it’s a relatively small order totaling a few $million, we can assist you. And once you’re up and running, you can approach the US DOD. A bit of trivia you many not know: Virginia companies receive more Federal Contracts than any other State with the exception of California… and Virginia is closing in on them as well. Virginia Leads Seminar in Tel Aviv
42 people from 35 companies attended event
The Israel Export Institute in Tel Aviv, Israsel, hosted a Virginia Lead Seminar titled “How to Open Doors and Walk Through Them”. Mr. Robbins, the Executive Director of VIAB, was impressed b the level and motivation of the participants. “They clearly need to move to the next level in the United States. They understood that we can show them the techniques to do that. The morning session on networking was presented by Limor Shafman, a marketing strategist and business development specialist from Arlington, Virginia, who came to Israel specifically for this event. According to Limor: “Networking is a give and take relationship. I came to Israel to offer my collective expertise.” Many of the participating companies lined up to receive Shafman’s goodwill gesture of a free consultation during her stay in Israel. The afternoon session was lead by Jonathan Klahr, a principle at BMR Capital, a VC firm whose founders became famous by being the first investors in the Israeli startup, Check Point Software. The seminar taught how to approach VC firms based on the insights of a real VC insider. Mr. Robbins said that 42 people participated from 35 different companies and that many have expressed a desire to consult with him during his current trip to Israel. When asked if there is a cost for his consulting, Mr. Robbins explained that his services are part of Virginia’s Economic Development program and therefore there are no fees. Governor Warner Hosts Ambassador Ayalon, State's Jewish Leaders

On October 7, Virginia Governor Mark Warner hosted leaders from the state’s Jewish organizations to lunch at his official residence in the state's capital Richmond, Virginia. This was the first time Governor Warner presided over such an event. Over 90 representatives attended the lunch, which featured a speech by Israel’s Ambassador to the United States, Daniel Ayalon. Mel Chaskin, the Chairman of the Virginia Israel Advisory Board, said "this high level meeting supports the fact that Virginia has become the US home for many Israeli companies.
“The governor and ambassador both noted that Virginia and Israel have similarly strong and focused high-tech industries and that there are great synergies between the two, particularly in areas such as bioterrorism prevention and bioinformatics,” said Chaskin. Chaskin, President, & CEO of Vanguard Research, said that Ambassador Ayalon invited Governor Warner to visit Israel in the near future and that Governor Warner’s staff would look into his making this trip, perhaps in the Spring of 2004.

Israeli Based Rothschild Venture Group Eyes Opportunities in Virginia

Edmond de Rothschild Venture Capital Management (RVCM) announced that one of its portfolio companies, Selis Networks, has recently set up its US operations in Northern Virginia and hired a new chief operating officer. RVCM is a division of one of Europe's leading private investment houses, the LCF Rothschild Group. Based in Jerusalem, RVCM offers personalized, early-stage investment services for technology-based companies.
Senior Vice President Simcha Rock fully endorsed Selis Network’s move to Virginia along with the appointment of Tom Hillman as CEO. “We think the move to Northern Virginia was a smart move for Selis Networks, as was the hiring of Tom Hillman. Tom is a seasoned executive who knows how to get things done,” said Rock. “One of his first actions was to establish a distribution agreement with Fairfax, VA-based Allen Corporation. This was an important move in order to get the Selis B-Watch product line into the market. We think it will pay off well.” Additional growth is expected in the Virginia area as a result of recent meetings held with FBR and AOL, which were facilitated through the offices of the Virginia Israel Advisory Board.

Northern Virginia a Natural Place for Selis Networks Headquarters
Move Follows Appointment of Industry Veteran Tom Hillman as CEO

Another Israeli tech company has chosen Northern Virginia as its headquarters. Selis Networks, with research and development operations in Ohr Yehuda, Israel recently moved its headquarters to Reston, VA. The move comes on the heels of its appointment of industry veteran Tom Hillman as CEO. Edmond de Rothschild Venture Capital Management Ltd. includes Selis Networks in its portfolio.
Selis also announced that it signed a master distributor agreement with Allen Corporation (www.allencorporation.com) of Fairfax, Virginia for its B-Watch network management and monitoring solution. Allen Corporation will market B-Watch as part of its Managed Services business ('MSP') as well as resell B-Watch to value added resellers and end-user customers as a tool for network performance management and monitoring. Allen Corporation, a $30M Value Added Reseller and service provider with operations in 25 states, will provide technical support to B-Watch end users and to Value Added Resellers.
