Message from the Chairman


Many times I hear in conversations relating to job growth and economic development, "Why can't Ulster County Development Corporation (UCDC) do a better job for the area? Where are the quality jobs and better industries for the County?"

I think we all must realize that UCDC by itself can't just bring jobs and industry to the County.  UCDC's primary role is that of a facilitator, bringing together interested parties and assisting them to clear financing, permitting, and other development hurdles so that they, both business owner and property owner, culminate their transaction.

The facilitation process includes tangible elements such as understanding the marketing place, knowing those properties within the County that are suitable for different types of development, and navigating the various private and public project financing sources.  It also includes intangibles such as being a "cheerleader" for the many and varied attributes of the County that make Ulster a unique location to work and live and informing the public as to the nature and impact of development opportunities.

In addition to being a facilitator, UCDC's role is one of an educator.  Through its staff and Board of Directors, UCDC has been establishing collaborative relationships with municipal bodies and existing business educating them on the necessary elements of economic development and job creation. These elements include transportation, land use, creation of "shovel ready" sites, financial assistance, quality and affordable housing, workforce development, and tax incentives through the New York State Empire Zone program and the Ulster County Industrial Development Agency.  All of these take time to address but over time the "return on the investment" will be worth the effort.

As we proceed through 2003, I believe that Ulster County and the entire Mid-Hudson Region is poised for growth and development.  As long as we are willing to work together and pool our resources and talent, the future of our area looks bright.

At UCDC we will continue to be both educator and facilitator, and being a partner in the successful future of Ulster County.
