The House passed a bill that would keep alive the simplified acquisition procedures authorized in the Clinger-Cohen Act of 1996. If the bill is not signed into law, the authority to use these procedures is set to expire January 1, 2003.
Under the 1996 law, the simplified acquisition procedure threshold was raised to $5,000,000 for certain commercial items. It allows contracting officers to limit the number of proposals to the greatest number that would permit an efficient competition among the contractors most highly rated. The law also allows agencies to purchase off-the-shelf items.
The bill to extend the law now moves to the Senate.
