Stormwater Management Awareness
by Craig Snyder, H&A Principal Consultant

Stormwater Management Programs

Recent emphasis on Stormwater Management by the State of Colorado requires your immediate attention if you are a light- or heavy-industry facility. Direction from the Environmental Protection Agency (EPA) has increased inspections and established significant penalty schedules for non-compliance.

In Colorado, Stormwater Management programs are administered and enforced by the Colorado Department of Public Health & Environment (CDPHE), Water Quality Control Division. In 2006, CDPHE made modifications to the light-industry and heavy-industry general permits and as a result, many businesses have had to reapply for a permit and submit a Stormwater Management Plan (SWMP) to the State.

CDPHE Small-Quantity Generator Survey
Are you a Small Quantity Generator of Hazardous Waste?

If you are, H&A has learned that the Colorado Department of Public Health and Environment (CDPHE) will be sending a comprehensive compliance survey out for mandatory completion in early August. This survey is intended to provide information about compliance status of all Colorado Small Quantity Generators and will be used for directing enforcement inspections.

It is critical that you are in full compliance with all requirements under this regulation and to be sure and answer all questions on the survey to demonstrate your compliance. An inappropriate response on this questionnaire could result in an enforcement inspection by CDPHE.

Tools for Organizing your Personal Protective Equipment Needs
Every employer in General Industry that is regulated by the Occupational Safety and Health Administration (OSHA) is required to conduct a Hazard Assessment to determine the need for personal protective equipment (See 29 CFR 1910.132). While this specific requirement does not apply to the construction industry, these employers are required to have employees use appropriate PPE when there are hazards that cannot be controlled through other means such as engineering and work practice controls. It would be advantageous to complete a hazard assessment in construction also. General Industry employers must certify that they have completed a Hazard Assessment in their facilities. Have you completed your Hazard Assessment and Certification and implemented your program?

Spotlight on John Cunningham

If you are one of our construction clients, you surely have had the pleasure of working with our capable and affable Consultant, John Cunningham. John has been with Hellman & Associates almost one year, but arrived with vast experience with the construction standards and the trade in general.

John is a scientist with a chemistry background and knowledge in the disciplines of industrial hygiene and regulatory compliance. His experience includes construction compliance, environmental compliance, air sampling and contaminant research. As an instructor, he developed curriculum and taught health and safety courses to a variety of students including first responders and clients’ workforces.
As you see from the photo above, which is of a sockeye salmon caught on Quartz Creek on the Kenai Peninsula, John is an avid outdoorsman. His family reigns from Santa Fe, New Mexico, and his interests in the outdoors, fitness, and his family fill his leisure time.
As a compliance specialist, John has conducted hundreds of regulatory compliance audits for Federal Government agencies and facilities (including U.S. Forest Service, BLM, and VA). He developed and maintained programs and manuals based on his proficient knowledge of protocols from established EHS regulatory agencies. John has experience in residential and large- and small-scale commercial construction. His experience in the private sector includes environmental risk management, air and water quality consulting and permitting, various types of indoor and outdoor sampling, environmental site assessments, detailed compliance audits, and project management. John’s expertise has allowed him to train and instruct in areas required by OSHA, DOT, and NFPA. Emergency response and industrial incident personnel have benefited from John’s instruction.

Hats off to John Cunningham!
