Appropriations
This week, the House Appropriations Committee passed HB 1. This $150.1 billion appropriations bill provides $109.7 million for community colleges, which would increase DCCCD’s allocation by about $2.6 million over current funding. This increase is less than 1.6 percent; however, our numbers end up better than many community college districts in Texas. The full House is scheduled to vote on the budget next Thursday.
The Senate Finance Committee will take up its version of the appropriations bill by April 5. The current proposal would provide $119.6 million for community colleges, which translates into $3.8 million in additional dollars for DCCCD. The bill will go to the full Senate in early April.
After the House and Senate have approved their appropriations bills, the Conference Committee begins its work, which should occur in late April. Although we are nearing the end of “round one,” we have a long way to go in the appropriations process.
Whether leadership will allow new dollars to be placed into the budget later in the session remains to be seen. Currently, approximately $8.5 billion has been set aside in anticipated new revenue and for the state’s “rainy day fund.”
