Senate Approves PHMSA Administrator
On May 26, the Senate unanimously confirmed retired Coast Guard Vice-Admiral Thomas J. Barrett to be Administrator of the Pipeline and Hazardous Materials Safety Administration. This action clears the way for Barrett to take charge at PHMSA.

House Passes Appropriations
Bill Fully Funding PHMSA

On June 9, the House of Representatives passed HR. 5576 to provide fiscal year 2007 funding for the Department of Transportation. The Bush Administration requested a funding level of $75.7 million for Pipeline and Hazardous Materials Safety Administration (PHMSA) to carry out its pipeline safety oversight mission, an increase of $3.5 million over fiscal year 2006 funding.

In a joint press conference on May 30, the American Petroleum Institute, the Department of Energy and the Materials Management Service (MMS) announced that the oil and gas industry and the government were better prepared for a hurricane in the Gulf of Mexico than they were a year ago.

Pipelines Lead U.S. in Oil Transportation
Pipelines continue to transport the most oil according to the industry’s recently released annual report on shifts in petroleum transportation. Each year’s report compares the volumes of petroleum transported in the last 20 years by pipeline, water carries, motor vehicles and railroads. The 2006 report shows the shift between 1984 and 2004.

Former AOPL General Counsel Joins Shell Pipeline Company

Michele Joy, AOPL’s longtime general counsel, announced her resignation this month.  Joy has provided AOPL with 15 years of service. She has accepted a position with the Shell Pipeline Company as manager of the Joint Interests Group where she looks forward to growing in the commercial side of the pipeline industry.
