Federal Pipeline Oversight: A Work in Progress
In November, President George Bush signed legislation into law that reorganized the Department of Transportation.  The new law dissolves the Research and Special Programs Administration and creates the Pipeline and Hazardous Materials Safety Administration and the Research and Innovative Transportation Administration.
