Collin County is seeking voter approval for a $229 million bond issue on November 4th.  Of that amount, $142 million is dedicated to road expansion.  The county’s last bond package was passed in 1999.  At that time, over $81 million was set aside for 52 road projects ranging from the expansion of SH 121 to the replacement of bridges in rural Collin County. 
 
With a new bond election coming up, I wanted to give you an update on some of the major road projects approved in the 1999 bond election.  Of those projects, 50 are either underway or completed.  Two projects, the expansion of Frankford Road in Richardson and intersection improvements in Lucas, are pending.   
 
Allen:
Stacy Road—6-lane expansion from US 75 to SH 121--$9.5 million—Completed
Alma Road—6-lane expansion from SH 121 to Exchange--$5.8 million—Completed
West Bethany—6-lane construction to Alma--$2.4 million—Completed
 
Anna:
FM 455—2-lane reconstruction—from US 75 to Creek--$500,000—Completed 
 
Celina:
CR 95—2-lane construction from Spur 483 to SH 289--$242,000—money shifted by city council to CR 56 due to new school opening
 
Farmersville:
SH 78 improvements north of US 380--$400,000--Completed
 
Frisco:
Hillcrest—2-lane expansion from SH 121 to FM 720--$2.7 million—Completed
Lebanon Road—2-lane reconstruction from SH 289 to DNT--$1.7 million—Completed
 
Lucas:

A six-lane expansion of SH 121 was also part of the 1999 bond election.  Approximately $80 million in funding was shared between Collin County, TXDOT and the cities of Frisco, McKinney, Allen and Plano.  Phase I from US 75 to just west of Custer has a targeted completion date of early 2006.  Phase II from Custer to the Dallas North Tollway is scheduled to be completed by nearly 2007.
 
Overall, 95% of the 1999 bond projects are either completed or in progress.  The road projects proposed for the 2003 bond program are listed on my website at www.joejaynes.com.
